Safety 139:  Student Identification Cards (ID Cards)

[EEAED - Student Identification Cards]

Student IDs play a significant role in the safety and security of our students.   Students must have their School ID on them while on school property at all times (starting Fall of 2023).  Manchester School District student identification cards (IDs) serve many purposes:

  • School Bus Transportation

  • Food Services

  • Student Events & Activities

  • Library Services

The Board directs the Superintendent or their designee to provide new identification cards that are capable of performing the above functions at each school in Manchester throughout the 2023-2024 school year and each school year thereafter.

Basic Guidelines:

  • Cards will be created each school year one to two weeks prior to the school year starting by the district's current vendor. This will be done District Wide and should not be completed by individual school picture vendors.

  • NH law requires National Suicide Prevention Lifeline to be included on Student ID cards for sixth graders up to college students. It is not required for Elementary School.

  • Students are required to keep their ID in their possession at all times and present the ID when requested.  In Elementary School only IDs may be kept by a staff member for daily management.

  • Students who continually fail to present their ID when requested will be subject to graduated interventions per the Student Code of Conduct.

  • Students are not allowed to deface their IDs by coloring, adding stickers, punching holes, or changing the design of the ID.

  • A valid student ID may be requested to be shown at all times at all school sponsored events including athletic contests, plays, concerts, and pep rallies in order to help identify student status for admission.

 New Students/Transfer Students:

  • Upon Registration, the main office at each school will coordinate having an ID created for the new student.

 Replacement Procedures:

  • Students who alter the original picture and design of their ID must replace the ID.

  • Students needing a replacement card will go to the Library Media Center (Elementary) and Main Office (Middle/High) to request a replacement ID card.  Replacement cards will be available by 9 am the following school day or earlier if available.

  • First card replacement is free.  Subsequent cards are charged at $3.00 per issue.  These fees shall be tracked and deposited into the school account.

  • Social Workers/Guidance Counselors can work with students to provide access to an additional replacement, if they meet the criteria for economically disadvantaged students as defined by the guidelines set forth by the state of New Hampshire and complete a restorative process to show how they will be more responsible with the replacement card.

  • Students who purposely defaced their IDs will not be eligible for a free replacement card.

Students without a card:

  • Lunchroom:  students without an ID may use a copy of their printed class schedule with the bar code or will be sent to the end of the line. Students will be given paper to write their information on or the student will be asked to enter LASID using the keypad.

  • Bus: students without an ID must have a signed bus pass from the main office to board the bus.  Students without the signed pass will be sent to the end of the line and are required to obtain a signed pass.  If a student is at risk of missing their bus, a building staff can walk the student to the bus and provide a verbal approval.

  • Library:  Students will not be allowed to use library resources and/or check out books until this card has been replaced.  Exceptions may be made by working with the school social worker if the financial impact of replacing the card is the reason for any delay.

*If the student is missing their card for more than three consecutive days and an attempt to resolve the issue has not been made then the student will be referred to the appropriate administrator to take the appropriate action steps to resolve this issue for issuance of a replacement card.

Exit Procedures:

Cards should be collected and deactivated prior to students being marked withdrawn in Aspen.  Schools will add this step to their written withdrawal process for each student.

All cards will be disabled at the start of August or after the last day of summer programming requiring bus transportation, whichever comes first.  New cards shall be issued each school year.

Summer School:

Schools will communicate with families that students attending MSD Summer Programs will be required to use their IDs for transportation and food services.

*Staff IDs - Please note:  Schools are responsible for printing ID cards for each staff member.  Picture vendors can be used for this process.  IDs should be created for all staff listed in our student information system.

Bus Passes (must be issued by an authorized signer at each school):
